After a total of almost 50 years of employment with the State of North Carolina, Howard “Hal” Pell and Teresa Harris Pell have retired from government service and formed a partnership. Our government positions have included Legislative Counsel, Special Deputy Attorneys General, Assistant District Attorney, Executive Director of the North Carolina Domestic Violence Commission, Assistant Director of the North Carolina State Ethics Commission, and adjunct Professors of Law at the University of North Carolina School of Law.
Our experience in legal education, statutory analysis, trial and appellate practice, and legislative drafting enables us to provide counsel to a broad range of clients. We can provide education and training classes or seminars on State laws to private or public organizations, or guidance and counsel to government relations professionals seeking to affect public policy–including the drafting of legislation.
Prior to forming the partnership, the partners of Pell Law Consulting have taught courses or individual classes at the University of North Carolina School of Law, Duke University School of Law, North Carolina State University, and East Carolina University. We have also provided statutory analysis and opinions to legislators, government officials, and attorneys on the State’s statutes and ethics laws. Our appellate litigation experience includes briefing and oral argument in the North Carolina Court of Appeals, the North Carolina Supreme Court, and the United States Court of Appeals for the Fourth Circuit.
